In the interests of adequately managing the Campus Triangular – E3, we propose to adopt a flexible and evolutionary governance model. In this way, from the very first start of the project, it will be possible to assess different models of legal-administrative organisation, such as a foundation, consortium or association, so as to make management more dynamic and help the aggregation partners take decisions.
In this respect, a flowchart such as that shown here has been proposed, in which, depending on the legal formula chosen, the highest body of CEI representation will be established. This will have an Executive Committee (EC), supported by an International Consultation Committee (IAC), for dealing with strategic aspects, while the daily management will be under the responsibility of a Manager (M), who will direct the start-up of the CEI by means of a Management Unit (MU) and of the Internodal Work Committee (IWC) for each one of the main work areas of the campus: Teaching and Internationalisation (TI), Research and Transfer (RT) and Campus Transformation (CT).

Highest representation body
The highest governance body of the Campus (presidency, board, etc., according to the legal formula established) will have the function of designing and promoting the coordinated strategy based on the strategic objectives and action plans whose execution will be delegated onto the Executive Committee, Manager, Management Unit and Work Committee. The highest governance body will be composed of the top managers of the institutions that are part of the core aggregation.
Executive Committee (EC) and Manager (M)
Their main function will be that of ensuring that the strategic objectives are put into effect, by means of a follow-up and supervision of the above-mentioned tasks, as well as the realisation of the technical means needed.
The second levels of the institutions the board is composed of and the representatives of institutions will be represented in the Executive Committee.
The Manager will assume the functions of direction, the raising of financing and of the operational representation of the campus. Due to the relevance of this post and in order to reinforce an international character, a professional headhunting process at an international level has been contemplated.
Management Unit (MU)
The Management Unit will assume the function of executing, managing, following up on and assessing the progress of the project. Moreover, it will coordinate the institutional communication activity of the CEI Triangular E3. It will be composed of staff members of the universities and of external professionals, and will act as the executor of the executive Committee and the support of the Work Committee in order to guarantee the fulfilment of the strategic objectives on which the project is based.
International Advice Council (IAC)
The International Advice Council serves the purpose of collaborating with the highest management body of the CEI, impelling actions at the highest level. With an occasional dedication, its members will contribute towards the following:
- Identifying, analysing and proposing opportunities for the CEI.
- Offering advice, assessment and knowledge within the areas of science and technology, as well as in the market area.
An approximate 8 persons of international prestige are expected to participate, and these will be proposed while the project is under way. At present, it is known that three persons will participate, having already confirmed their presence in this committee.
Composition of the International Consultation Committee
Start-up, management and follow-up mechanisms
The aggregation requires structures and processes that will help a functioning that is efficacious in its search of excellence, and efficient, in its exquisite respect for the autonomy and complicity of the partners.
An adequate modulation of academic and normative realities will make it possible throughout the first year to assess the most adequate legal figure for the governance of the Aggregation and, on this basis, the identification and implantation of the functioning mechanisms.
In order to guarantee that the start-up or configuration of the activity is given an adequate impulse, a technical office or Management Unit (MU) is to begin the first actions as well as give a detailed definition of the management and follow-up mechanisms.
